If you look at Lon in the second panel for a minute and just kind of be as suspicious of him as you can, the third and fourth panels make it look like he's trying to take Noh out when her guard is down. In actual fact, he is merely attempting to muss her hair. This is an affectionate gesture amongst the Green Caste, but in the Black Caste, it is a grave offense, tantamount to a slap in the face. Lon is cleverly disguising familial affection as murder spy rivalry. In the days to come, the siblings will engage in a steadily escalating campaign of malicious brinkmanship to conceal their shared trust and respect from the watchful eyes of the Overseer. This cannot possibly end badly.
